Issued in December 1954, this stamp depicts the Indian Forestry Research Institute (FRI) in Dehradun which was the site of the 4th World Forestry Congress (WFC), held between 11th–22nd December in 1954.

The WFC, held every 6th year, with FAO's collaboration starting in 1954, is the world’s most significant forestry sector gathering. WFC is a forum for knowledge exchange and experience sharing on the conservation, management and use of forests.

The 1954 Congress in Dehradun was the first WFC held outside of Europe, and the first Congress with a focus on tropical forestry. Ministers and delegations from all the States of India participated in the Congress, as well as delegates from 46 countries and international organisations.

The FRI was established as a forest school in 1878. Initially named the Imperial Forest Research Institute, FRI came into being in 1906, and is now one of the institutes under the Indian Council of Forestry Research and Education (ICFRE).
