This 1998 International Year of the Oceans commemorative stamp issued by India Post was part of a global initiative to raise awareness to the importance of oceans and marine environments. The UN General Assembly declared the International Year of the Oceans through resolution 49/131 on 19th December 1994.

India participated in the celebrations around the year by raising awareness about the importance of oceans and promoting sustainable practices. The National Institute of Oceanography (NIO) played a key role, conducting educational programs and distributing materials like "My Ocean Charter". India also emphasised the need for international cooperation on ocean-related issues and called for commitments from governments and policymakers.

The purpose of the International Year of the Oceans was to bring attention to the vital role oceans play in global ecosystems and economies. The initiative was supported by various UN agencies, including UNESCO, which played a key role in organising events and activities to promote ocean conservation.
