This stamp was issued by India Post on 5th October 1987 in commemoration of the UN International Year of Shelter for the Homeless (IYSH). The IYSH was first stipulated in the UN General Assembly resolution 36/71 in 1981, proclaimed through resolution 37/221 in 1982, and recognised in 1987.

The initiative was declared by the UN General Assembly to highlight the millions of homeless people worldwide. The event was featured through various stamp designs in different countries, each emphasising the significance of providing shelter and support to those in need.

India participated actively, focusing on improving the living conditions. India's participation involved various initiatives aimed at addressing the country's housing situation. The IYSH initiatives were integrated with India's Seventh Five-Year Plan (1985-1990) and the 20-point program, which prioritised housing as a critical need. The IYSH priorities were also integrated in India’s Minimum Needs Programme, highlighting the Government of India’s commitment to improving housing.
