On 3rd December 2007, India Post issued this commemorative postage stamp to mark the International Day of Disabled Persons. The stamp features a design that includes Braille inscriptions, highlighting the importance of accessibility and inclusivity for all.

The annual observance of the International Day of Disabled Persons was first proclaimed in 1992, through the UN General Assembly resolution 47/3. The day aims to promote the rights and well-being of persons with disabilities and to increase awareness of their situation in all aspects of political, social, economic, and cultural life.

The year 2007 marked a milestone for India not just symbolically, but politically. The same year, India ratified the UN Convention on the Rights of Persons with Disabilities (UNCRPD) on 1st October 2007, reinforcing its commitment to upholding international disability rights norms.

Following this, India undertook significant legislative and policy reforms. In 2016, India enacted the Rights of Persons with Disabilities (RPwD) Act, replacing the earlier 1995 Act. The new law expanded the recognised categories of disabilities from 7 to 21, which aligned more closely with the UNCRPD. The law also introduced stronger provisions for education, employment, accessibility, and social protection.

The commemorative stamp thus symbolised not just a moment of recognition, but a turning point in India's disability inclusion journey, combining national pride with international obligations.
